22U TROUT PARK BASEBALL COLLEGE INVITATIONAL RULES

Rules follow the American League Organized Baseball Rules (OBR), (including DH rule), where in general you may DH for the pitcher only and you are not allowed to reenter the DH. To utilize a DH, you must start the game with a DH, as it is not authorized to add a DH later in the game.

Rules Summary for Umpires

 

  1. Games (Rules are Official Baseball Rules from Major League Baseball Article 6; Section 2.1)

 

    1. 7 innings per game (Article 6; Section 2.14);
    2. Games cannot end in a tie; regular baseball rules for extra innings (Article 6; 2.32)
    3. No time limits (Article 6; Section 2:14)
    4. 15 minute forfeit time (teams must start game with 9 players) (Article 6 Section 2.18a)
    5. Once game has started teams may play with 8 but must take an out for the vacant spot (Article 6 Section 2.18b)
    6. Slaughter Rules: 12 runs after 4 innings; 8 runs after 5 innings (Article 6; Section 2.16
    7. No Re-entry… players are out once substituted for (Article 6; 2.17)

 

  1. Pitching

 

    1. No pitching restrictions or innings limits (Article 6; 2.12)
    2. 2nd trip in the same inning to the same pitcher must result in a replacement (Article 6; 2.11)
    3. Pitchers removed may not return to pitch even if moved to another position (Article 6; 2.11)
    4. Balks; Not an immediate dead ball…. Enforced only if the result of the play does not move runners up….(basic OBR rule applies)…

 

  1. Designated Hitter / Extra Player Rules

 

    1. Follows OBR rules; allows for Pitcher only (Article 6; 2.7)
    2. Must be declared and included in starting lineup ((Article 6; 2.7)
    3. No Extra Player allowed; Batting order is 9 players (with the option of DH for the pitcher) (Article 6; 2.8)

 

  1. Additional Important Items

 

    1. No courtesy runners allowed (only pinch-runners) (Article 6; 2.35)
    2. NCAA Must Slide Rule (Force Play Runner must slide directly into 2nd base); No Plowing Catcher
    3. 1 “Game” Warning on 1st Occurance of Pitchers going to their mouth on the mound; after that penalty is a “Ball”….
    4. Manager, coach or player ejections include 1 game of ineligibility after the game ejected (Article 6; 2.30)
    5. “Out of Place” players, coaches or parents/fans must be warned before being ejected… If ejected they must leave the playing field area/stands….  Players/coaches ejected are sent to the dugout and must be warned to leave the playing area within 1 minute of face a forfeit… (Article 6; 2.29)
    6. Composite Bats are NOT Allowed. Wood Bats only as defined by OBR.….
    7. Coin Flip for home team during Pool Play….
    8. Jewelry is allowed but pitchers cannot wear anything that distracts. No Tobacco or Tobacco Chew are allowed in the dugout or playing area.

 

 

Other rules of note:

Team Rosters must be submitted before their first tournament game.

Player must be 22 years of age or under during the tournament. Player ID; either a Driver's License or Birth Certificate must be submitted to the Tournament Director.

Team must submit a Certificate of Insurance.

A full concession stand is available to players and spectators. Bathrooms are available and water will be provided to all teams at the Trout Park and ECC facility.

In the event of inclement weather, the tournament director will have the option of changing the format of the tournament in order to determine a winner. This decision will be at the sole discretion of the tournament director.

All protest will be adjudicated "on the field". If the tournament official is not at the game then the umpires ruling will be final.

A game will be forfeited if a team does not have 9 players in uniform within 10 minutes of the start of the game. A team must finish the game with 9 players.

All teams are responsible for retrieving foul balls. If in the 3rd base dugout, responsible for 3rd base side. If in 1st base dugout then 1st base side.

Managers are responsible for the conduct of coaches, players and their fans.
