14-YEAR OLD TROUT PARK BASEBALL INVITATIONAL


TOURNAMENT RULES


  1. Player must be 14 years of age or under on April 30th.

  2. No team will be allowed more than 18 players on their roster. Rosters must be turned in before team's first game.Teams will be responsible for additional baseballs need during the game. Home team will supply a new third baseball if needed, then visiting team the fourth. Use parents or substitutes to chase foul baseballs.

  3. A full concession stand is available to players and spectators. Bathrooms are available and water will be provided to all teams at the Trout Park facility.

  4. Home team is the official scorekeeper but a tournament book may be kept for each game depending on Trout Park Staff availability. Innings pitched will be charted for each team if required. A coin flip will determine the home team until the single elimination portion of the tournament. Home team will then be the higher seed. The home team may utilize the third base dugout except if playing a team whose home is Trout Park. Trout Park will supply two new baseballs to begin each game. The home team will supply a third and the visitors a fourth if needed.

  5. All games will be 7 innings but no inning will start after 2 hours unless the game is tied. Game starting time will be given by umpire to managers. In the event of a tie after the time limit or 7 innings, the next inning will begin with a runner placed on second base to start the inning. The runner will be the last out from the previous inning.The time rule is waived in the Championship game.

  6. There is a 10-run slaughter rule any time after 4-1/2 innings, if the home team is ahead.

  7. In the event of inclement weather, the tournament director will have the option of changing the format of the tournament to a single elimination tournament, if necessary, in order to complete the tournament. The guaranteed 3 game consolation bracket may also be dropped. This decision will be at the sole discretion of the tournament director. There will be no refunds if two games are played by a team. If tournament is rained out there will be a $200.00 refund. If one game is played there will be a $100.00 refund.

  8. All umpire decisions are final. There are no protests allowed. Unless otherwise stated, IHSA rules will apply.

  9. A game will be forfeited if a team does not have 9 players in uniform within 10 minutes of the start of the game.

  10. All teams must use a continuous batting order that includes all players present. Free substitution is allowed. A manager has the option of batting the same number of players as the team with the least amount of players present. Pitchers removed from a game as a pitcher may not return to pitch again in that same game. If a player is ejected during the game he will be considered an out each time he would have come to the plate. If a player leaves the game injured he must remain out of the entire game but he will not be considered an out when he would have come to the plate. An umpire may assign a manager, coach or player to the dugout. This is considered an ejection for purposes of the batter rule but restriction to the dugout will allow a return for the next game. Any manager, coach or player ejected from the playing field will NOT be eligible for the next game. Anyone ejected from the playing field must leave the baseball facility. Managers will be held responsible for their fans and a game could be forfeited for unruly fans if an umpire ejects a fan who does not leave the premises. It is expected that managers and coaches will assist with their fans if needed.

  11. TOURNAMENT PITCHING RULES

    1. No more than 5 innings pitched in one game.
    2. No more than 8 innings per day.
    3. No more than 15 innings for the tournament.
    4. One pitch is considered an inning.
    5. Pitchers removed from the mound may not return to pitch again in that game.

  12. No infield practice will be allowed before the game in an effort to keep the tournament on time. Pitchers are allowed 8 warm-up pitches in the first inning and then 5 warm-up pitches are allowed for the pitcher if he continues the game in subsequent innings. New pitchers are allowed 8 warm-up pitches when entering a game in progress.

  13. A pitcher and catcher speedup rule is mandatory. After 2 outs, the pitcher and catcher must be replaced if they are on base. The courtesy runner shall be the player who made the last out and is eligible to run. Pitchers and catchers MUST run until there are two outs then the last batted eligible out will be the runner, unless there are bench players. If there are bench players they cna be anytime courtesy runners and will be used to run instead of the last batted out according to IHSA rules.

  14. The umpire will call all balks as required by official IHSA rules.

  15. The high school safety slide rule is in effect. Any player, who in the judgment of the umpire, maliciously runs into a fielder will automatically be ejected from the game.

  16. Each manager will be responsible for the actions of his coaches, players and fans.
ALL MANAGERS

This is a reminder that the 2-hour game time rule will be strictly enforced. If the game is tied at the end of 2 hours, or after 7 innings, the next inning will start with a player placed on second base. The person occupying second base will be the last out from the previous inning. This tie-breaking method will continue each inning until the game is won.

Once again, no inning will start after 2 hours. In an effort to complete the tournament, no infield practice is allowed before the game. Players may warm up in either designated warm-up areas or in the outfield. Game times will be strictly enforced.
